When you change the key on an active installation, that "activation of new key and deactivation of old key" happens at that moment since you can choose to keep v6 registered with your v7 key for as long as you wish. Additionally, according to their KB article, that prompt for the previous key is a one-time deal for converting your v7 Upgrade key (pending verification of a qualifying v6 key) to a v7 Full key, at which point your v6 key is deactivated and you have a fully capable v7 key registered, so if you need to clean install v7 again in the future, you won't need to provide your v6 key again. If you had been running the latest release of v6, you could have updated the license key in Reflect to your v7 key (which the latest v6 builds accept), and then when you next checked for updates, you would have been prompted to perform an in-place upgrade to v7, alleviating the need to supply your old key. I had to type in my old license key as well (when installing over v6). Upgrade process could be made more convenient in the future though.
